In 1918 Halls had bought 6 ¼ acres of land adjoining Dartford Creek on which to build new workshops, but manning proved difficult because of a housing shortage in the town. The Board were reluctant to become owners of houses let to their workmen, knowing what complications could arise in the event of labour troubles, but at the time there was no alternative. The company therefore bought 14 ¼ acres of land, enough for at least 120 houses. They built the first batch of twenty-four houses of what was to be Hallford Village, and let some of them to company employees. But the scheme had begun to look formidable; Halls were not a Cadbury or a Lever capable of founding their own model industrial community and were forced to call a halt. The Chairman told the shareholders in his 1922 report. 'We spent altogether something under £30,000 and of course these buildings stood in our books at that figure, which is considerably above their real value, so we have taken the drastic step this year of writing down these buildings by £10,000.' They sold the bulk of the Hallford Estate in 1933, retaining a number of the houses for employees.
